Fuel management operations planning in fire management: A bilevel optimisation approach

Elevated fuel loads represent a wildfire hazard in landscape. Reducing load is one mitigation strategy commonly employed to decrease the severity and impact of wildfires. The planning such management operations, however, represents complicated decision problem, which includes multiple sources uncertainty. In this paper, problem for treatment presented, formulated, solved. optimisation model identifies best subset units landscape be treated minimise worst-case wildfire. Due its size, would make it intractable realistic instances, an ad hoc exact solution algorithm has been devised. Extensive computational testing on randomly generated instances illustrates that proposed approach very successful at solving problem.
